<p>Ms Rhiannon also warned the government off backing a Shooters Party bill introduced this month, with the leave of the government, which would further relax gun laws in NSW.</p>
<p>"The Mayfield tragedy would have been less likely if the government had moved to ban semi-automatic pistols," Ms Rhiannon said.</p>
<p>"Semi-automatic pistols are easy to conceal and should have been banned in the aftermath of the Port Arthur massacre, when semi-automatic long arms were prohibited.</p>
<p>"The major parties are hungry for law and order announcements, but silent on the issue of gun control.</p>
<p>"NSW was the first state to roll back uniform gun laws introduced after the Port Arthur massacre.</p>
<p>"In early June the Keneally government gave the Shooters Party leave to introduce a bill that if passed will further weaken gun laws in this state.</p>
<p>"The new Shooters Bill contains a number of changes to gun laws. It includes reducing licensing disqualification from 10 to five years following domestic violence orders and removing the 28-day waiting period to obtain additional firearms.</p>
<p>"The government has been locked in an unsavoury tryst with the Shooters Party, allowing existing gun laws to be whittled away.</p>
<p>"Public safety should not be compromised by any deals Labor wishes to make with the Shooters Party to gain an extra two votes' support in the NSW Upper House.</p>
<p>"The NSW government's relationship with the gun lobby is unsavoury and compromises what should be a tough approach to gun ownership in this state," Ms Rhiannon said.</p>

<p>The <a class="external-link" href="http://tiny.cc/j5em1">Game and Feral Animal Control Repeal Bill 2010 </a>is&nbsp;now available. &nbsp;</p>
<p>"Feral animals are a significant environmental problem in Australia but the Game Council, set up as a favour by the Labor Party to the Shooters Party to shore up their vote, is a bankrupt vehicle for managing invasive species," Ms Rhiannon said.</p>
<p>"The more than $11 million in public funding and millions in loans spent propping up the Game Council since 2002 would be better spent developing an evidenced based, strategic plan using professionals to tackle invasive species.</p>
<p>"The Game Council was set up to be self funding, yet the Auditor General has noted its ongoing financial difficulties, with the government being forced to prop it up with loans and additional recurrent funding to manage ongoing debt problems.</p>
<p>"Former Premier Bob Carr's establishment of the Game Council in 2002 was an act of unashamed capitulation to the gun and hunting lobbies, legitimising recreational animal cruelty while risking an increase in feral animal populations.</p>
<p>"The Greens Bill also prohibits recreational hunting in state forests, national parks and Crown Land.</p>
<p>"As part of the deal making between Labor and the Shooters Party, NSW's state forests have been lately opened up to recreational shooters, risking public safety.</p>
<p>"There is still currently a Shooters Party private members bill before parliament which if passed would broaden where recreational shooters can hunt to include national parks.</p>
<p>"The NSW government has agreed to various demands by the Shooters Party for changes to gun ownership laws in recent years and there is no guarantee that shooting in national parks will not be next on the list.</p>
<p>"In the interests of the environment and good government NSW Labor should support the Greens' bill to abolish the Game Council and ensure the professional and scientific management of invasive species in NSW," Ms Rhiannon said.</p>

<p>The NSW Game Council has seized on the incident as proof its bid to <strong><a href="http://www.illawarramercury.com.au/news/local/news/general/deer-cull-gets-wollongong-city-council-goahead/1814235.aspx"><u>manage deer culling</u></a></strong> across the Illawarra should be fast-tracked.</p>
<p>Chief executive Brian Boyle said greater Game Council involvement would "see an end to these undesirable incidents".</p>
<p>"The fact is that this deer that was virtually left on a resident's doorstep was not taken by a hunter - it was taken by a criminal, a trespasser, who deserves to be investigated by police and brought to account," he said.</p>
<p>"A Game Council hunter would have certainly done things differently."</p>
<p>Its hunters were required to seek permission from landowners before hunting and were trained to properly dispose of remains, he said.</p>
<p>Their shooters were also encouraged to use all meat from their quarry, rather than just taking the antlers.</p>
<p>The Game Council has long been lobbying Wollongong City Council for permission to shoot deer - the city's No 1 pest - on council land.</p>
<p>But the group has encountered strong criticism from the Greens and animal welfare groups, who insist professional hunters should be used to carry out the killing.</p>
<p>Greens MP Lee Rhiannon scoffed at suggestions the Game Council should be handed responsibility for deer culling in the Illawarra, describing its programs as "scientifically unsound and environmentally damaging".</p>
<p>"The job of managing the Illawarra's feral deer problem should lie with government experts skilled in evidence-based, safe andeffective invasive species management," Ms Rhiannon said.</p>
<p>A council spokeswoman said it would begin an "expression of interest" process in coming weeks to engage licensed shooters to cull deer on council land.</p>
<p>The process would consider safety, cost, animal welfare and risk management, she said.</p>
<p>The decapitated deer was removed by the landowner yesterday morning.</p>

<p>This follows the passing of a government weapons bill through the Upper House late last night that loosens restrictions on imitation firearms, which have been recently used in criminal incidents like drive by shootings.</p>

<p>The Shooters also won the support today of Labor and the Coalition for a marine parks bill to create a moratorium on additional marine parks and the expansion of sanctuary zones.</p>
<p>&nbsp;</p>
<p>"It shows gross insensitivity on the government's part to support an urgent motion by the Shooters Party to bring on their Firearms Legislation Amendment Bill which considerably relaxes gun control laws on the day of the Cumbrian massacre," Ms Rhiannon said.</p>
<p>&nbsp;</p>
<p>"This suggests that the government has been working behind the scenes to shore up the support of the Shooters Party by giving its MPs an opportunity to change gun laws.</p>
<p>&nbsp;</p>
<p>"As Labor does not have a majority in the Upper House, the government often relies on the Shooters' votes to pass unpopular legislation and defeat Coalition and Greens' motions.</p>
<p>&nbsp;</p>
<p>"The Greens are still analysing the reach of the Shooters Party Bill. At first glance it is clear this bill is a significant rolling back of gun laws introduced after a series of massacres.&nbsp; If this bill becomes law public safety will be compromised.</p>

<p>The Firearms Legislation Amendment Bill includes measures to:</p>
<p>§&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; reduce the disqualification period for those who have been subject to an AVO with being issued with a firearm from 10 to 5 years</p>
<p>§&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; removes the need to register or have a permit to acquire an air rifle and allow children under 12 to use air rifles at a shooting range</p>
<p>§&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; waters down the requirements for pistol clubs to check that an applicant for a pistol has adequate places to safely store pistols</p>
<p>§&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; removes the offence for carrying or possessing a firearm in a national park, if it is not loaded and carried while travelling on a vehicle</p>
<p>§&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; provides the Police Commissioner with the discretion not to refuse a gun licence or permit where the a person had previously been convicted of certain criminal offences (previously refusal was mandatory)</p>
<p>§&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; makes it more difficult for the Commissioner to order a person to surrender a firearm when it has been suspended or revoked.</p>
<p>§&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; provides farmers with access to pump action shotguns, self-loading shotguns and rimfire rifles to shoot on their own farms or other farms with the permission of the owner/occupier.</p>

<p>"Labor is still trying to win favours from the Shooters MPs. The Coalition is no better. They are clearly hoping to keep the Shooters on side in the lead up to the 2011 election," said Ms Rhiannon.</p>
<p>"These new firearms regulations were gazetted last December, shortly after Labor's deal with the Shooters Party fell over.</p>
<p>"Labor and the Coalition beat the law and order drum but they stand by while gun control measures are watered down.</p>
<p>"The Government should be placing public safety ahead of its deals with the Shooters Party.</p>
<p>"Public safety has been steadily compromised in NSW because Labor has been unwilling to take on the shooters lobby and tighten gun control laws.</p>
<p>"The government should place public safety ahead of its deals with the two Shooters MPs.</p>
<p>"Our community will not be made safer by watering down firearms laws to more heavily arm security guards.</p>
<p>"Security guards could become the target of gun theft, increasing the number of illegal weapons in the community. Last year firearms theft rose by almost 20 per cent in NSW.</p>
<p>"At a time when gun theft is on the rise, when we want to keep guns out of our community, we should be tightening regulations, not loosening them.</p>
<p>"There can be no justification for relaxing NSW's firearms laws," said Ms Rhiannon.</p>

<p>PSA General Secretary John Cahill has urged his members not to cooperate with establishing recreational hunting programs in national parks, and he has called on park rangers and other members to attend a protest against the Shooters' plans to be held outside the NSW parliament at Noon tomorrow. <br /><br />"Our national parks are an Australian icon and recreational shooting in all these parks should be ruled out by Premier Rees," Ms Rhiannon said. <br /><br />"It is time the Premier showed some courage on this issue and announced that there will be no more negotiations with the two Shooters MPs on this issue. <br /><br />"Mr Cahill also criticised the government's interactions with the NSW Shooters Party. <br /><br />"The PSA has questioned 'the motives of the government', raising the concern that it has only been done 'to garner the support of the Shooters Party to assist in passing legislation'.<br /><br />"Mr Cahill's criticism of recreational hunting joins a long list of growing opposition to hunting in national parks.<br /><br />"The Greens, other MPs and animal welfare and environment groups are being bombarded with calls, letters and emails from the public expressing their dismay at the move to allow shooting in national parks.<br /><br />"For the PSA to break ranks with Labor in this way shows how universally repugnant shooting in national parks is and how low the government's reputation has sunk.<br /><br />"The Greens remain concerned that current recreational hunting programs overseen by the NSW Game Council are undermining the success of the professional feral animal control programs.<br /><br />"Mr Cahill also raises this concern stating that such programs would be 'severely compromised' if the Shooters plan is adopted by the government," Ms Rhiannon said.<br /><br /><br />For more information:&nbsp; Lee Rhiannon 9230 3551, 0427 861 568<br />Protest details - http://leerhiannon.org.au/emergency-protest-stop-shooting-in-national-parks <br /><br /><br /><br /></p>

<p>"Mr Robertson's plan to allow hunting in 13 national parks raises<br />doubts about his ability to handle the environment portfolio," Ms<br />Rhiannon said.<br /><br />"This is an explosive political issue for Labor. The move by the<br />current Environment Minister is a huge set back to Premier Nathan Rees'<br />attempt to rebuild an environmentally friendly image for his<br />government.<br /><br />"Hunting in national parks has nothing to do with managing feral<br />animals. It is an attempt by Labor to do a deal with the Shooters Party<br />MPs to secure support for their legislative program. <br /><br />"Mr Robertson's decision to reopen talks with the Shooters MPs on<br />hunting in national parks is a set back for Carmel Tebbutt and Verity<br />Firth who are up against a strong Greens challenge in their inner city<br />seats. <br /><br />"It is understood that Treasurer Eric Roozendaal joined Mr Robertson at<br />the negotiations with the Shooters MPs. <p>"The Game Council's strategic and business plans should be released so the public can scrutinise whether it is worth continuing to throw millions at a body that is effectively the bureaucratic arm of the Shooters Party," Ms Rhiannon said.<br /><br />"The Minister responsible for the Game Council, Mr Ian Macdonald, has thrown a blanket over these critical documents, claiming they are 'commercial in confidence'. Last week he promised to discuss their release with the Game Council, but the plans remain secret.<br /><br />"The debt ridden Game Council has received more than $11 million in public funding and millions in loans since it was established in 2002, despite a commitment from Labor that it would be self-funding.<br /><br />"The NSW Auditor General has for a number of years expressed concern about the Game Council's financial health and its ability to ensure its ongoing financial viability. <br /><br />"The Cabinet Standing Committee on the&nbsp; requested the development of a business plan because of ongoing concern about the Council's financial situation.<br /><br />"Good government thrives on accountability and transparency. Premier Rees claims 'the days of the secret state are over' but it continues when it comes to the affairs of the Game Council. <br /><br />"The Council has been propped up by increasing levels of government funding, from $1.25 million in 2002/2003 to a peak of $3.52 million in 2007/2008. <br /><br />"The Treasurer approved $5 million dollars in NSW Tcorp loans between 2004/2005 and 2006/2007, $2 million of which the government stepped in to pay off last year. <br /><br />"The public should be able to scrutinise the Council's future plans and financial affairs to decide whether the Game Council is an acceptable drain on the public purse and if it is not - whether it should be shut down," Ms Rhiannon said. <br /><br />For more information: 9230 3551, 0427 861 568<br /><br /></p>
